The question changed somewhat. In February 2004, senior citizens who participated in the Kaiser Health Poll Report were asked, "Given what you know about it, in general, do you have a favorable or unfavorable impression of the new Medicare law?"†
But then the effects of the law began to be felt. In April of this year, another sample of the elderly was asked: "Given what you know about it, in general, do you have a favorable or unfavorable impression of this new Medicare prescription drug benefit?"*
While more have an unfavorable (34 percent) than favorable (21 percent) view of the drug benefit, there seems to have been more acceptance of the initiative in action than there was about talk of "this new Medicare law."
