M.D., ends his three-year stint as Texas health and human services commissioner this month to become a consultant. McKinney oversaw policy, planning and budget matters for 11 state agencies.
In announcing his resignation, McKinney said he was proudest of three achievements: integrating eligibility systems for 30 health and human service programs, including Medicaid; converting the state’s Medicaid program to managed care and launching an initiative — yet unrealized — to provide insurance to kids.
McKinney, an outspoken Democrat appointed by Republican Gov. George W. Bush, practiced as a family physician for 17 years, and served in the Texas House for eight years.
